Project Description
The Cement Hill Project is a project under the Community Investment Program approved by the NID Board of Directors. This program paid for approximately $150,000 for the development of the project and related financing items such as financing consultants, low cost loans applications, and environmental studies and documents relating to CEQA. In the future, the program will pay for fire hydrants for the project. The pumping stations and storage tanks will be constructed using capacity charges as outlined in the 2007 Capacity Charges Update. The Cement Hill project is the first Community Facilities District (CFD) developed under the Community Investment Program. The Community Investment Program is intended to use a portion of property tax revenues received by the district to assist in the expansion of water facilities for existing customers.
The Cement Hill CFD will serve 241 parcels north of Nevada City, west of Highway 20 and north of Highway 49
in the community of Cement Hill. The CFD is bounded on the south and east by portions of the District’s existing service area that is supplied by water storage tanks at the Snow Mountain Plant. The CFD will also serve properties along North Bloomfield Road. The District plans to supply this area from the E. George service area portion of its water distribution system by adding water distribution pipelines and water system improvements, including a booster pump station, a water storage tank and pressure reducing station.
The booster pump station will be located at the site of the recently decommissioned Snow Mountain Water Treatment Plant. This site is currently occupied by the original 1,900 square feet (sf) plant building which housed the control room, chemical feed equipment, and filter pumps and manifolds. The site also contains two large treated water storage tanks; the original 600,000-gallon tank, and a recently installed 1,000,000-gallon storage tank. The site is also occupied by a small raw-water reservoir that functioned as source-water storage for the treatment plant. The treated water storage tank will be located on the ridge above the proposed booster pump station. Up to a total of three pressure reducing stations will be installed and located near the intersection of Cement Hill Road and Augustine Road and will regulate service pressures to the service areas located at lower elevations.
